FACTS About Community Choice Energy
Community Choice Aggregation (CCA), often referred to as Community Choice Energy (CCE), are local, not-for-profit, public agencies that provide electricity service to residents and businesses. Given that they are local, with decision-making meetings open to the public, CCAs enhance energy democracy by being more accessible and accountable to the local community.
Community Choice introduces competition and consumer choice into the electricity sector with a focus on local, renewable energy to stimulate rapid innovations in clean energy systems. As not-for-profit agencies, Community Choice energy providers are not beholden to multi-million dollar CEO salaries or shareholder returns, but rather to stable, competitive pricing for consumers and increasingly resilient, clean, and local energy systems. According to CalCCA, to date, CCAs in California have contracted for over 3,600 Megawatts (MW) of clean generation capacity, and supported over 4,270 jobs.
Powerful Impacts for Community Choice:
21 operational Community Choice agencies (CCAs) in California
Serving 10 million+ customers in California
Supporting 4,200+ jobs in California
Hundreds of millions of dollars made available for reinvestment in local communities.
3,600+ Megawatts of new renewable energy
Dozens of new innovative programs for customers
940,000+ metric tons of greenhouse gas emissions avoided per year.

Community Choice Energy For Irvine
Community Choice Energy (CCE) has been operating in California since 2002 following passage of Assembly Bill 117. CCE programs enable local government control over energy procurement to purchase power, set competitive rates, and collect revenue. The local utility still maintains the electricity grid, deliver energy, and bill customers. CCEs offer automatic enrollment to businesses and residences in its jurisdiction, with the ability for the customer to opt out and continue to purchase electricity from the utility. Customers have the option of choosing increased percentages of renewable energy. CCE programs in California generally procure and resell a power mix between 50 percent and 100 percent renewable energy to their customers.
On September. 25, 2018, the Irvine City Council approved conducting a feasibility study to determine the pros and cons of implementing a CCE program, including potential economic benefits for the community.
Here are 3 major points. we shared with Irvine Council:
1. YES to the Freedom of Choice
We deserve the freedom to choose our energy provider. We don’t have that choice, while at least 10 Million other families across California do. It’s our turn for Community Choice.
2. YES to Irvine Partnering with Other Cities
The majority of CCE programs are a partnership between cities through a Joint Powers Authority. This establishes an independent nonprofit public power agency, which will reduce risks and liabilities to Irvine's General Fund. We agree that this is the fiscally responsible way forward.
3. YES to Direct Staff to Actively Reach Out to Potential JPA Partner Cities
We know that working together works best. That is why we want Irvine to partner up with our neighbors and lead the way. Staff can only find partners if Council explicitly gives that direction, so we need you to ask the city to reach out to Orange County cities big and small, like Huntington Beach, Costa Mesa, Yorba Linda, Santa Ana, Fullerton, and all 34 cities.
